Kwinana Rail Loop Proposal Advances Amid Growing Freight Capacity Concerns
Western Australia’s freight infrastructure planning has taken another step forward, with state planners considering a proposal to safeguard land for a future freight rail corridor in Kwinana.
The proposal would see approximately 126 hectares reserved to potentially create a new freight link between the Kwinana–Mundijong freight railway and the CBH Kwinana balloon loop.
While the rail line itself has not been approved, the proposal highlights growing concerns around freight capacity constraints within the Kwinana industrial area.
According to planning documents submitted to the Western Australian Planning Commission (WAPC), the existing Kwinana Triangle rail network is already operating close to capacity, with freight movements from the north and south converging through a constrained junction.
Planners have warned the bottleneck is already affecting freight efficiency and could eventually impact future industrial growth if additional rail capacity is not considered.
The proposal also includes the possibility of future grade separations at Patterson Road, Mandurah Road and Day Road to reduce traffic interruptions and improve freight movement.
Importantly, the process currently focuses on long-term land protection and corridor preservation rather than immediate construction.
The proposed freight corridor sits within the broader South Metropolitan Peel Sub-regional Planning Framework, alongside wider discussions around future freight demand and projects such as Westport.
For the logistics industry, the proposal reflects the increasing importance of freight rail infrastructure, supply chain efficiency and long-term transport planning across Western Australia.
As container volumes, industrial activity and trade demands continue to grow, infrastructure planning in Kwinana is likely to remain a major focus for both government and industry.
